Colonial Penn Life Insurance Review

Colonial Penn is an A rated (Excellent) life insurer founded in 1968 in Philadelphia and owned by CNO Financial Group. It is best known for the heavily televised $9.95 per unit guaranteed acceptance whole life program for ages 50 to 85, which asks no health questions but pays a graded benefit in the first two years. The catch every shopper should understand: a unit is not a fixed amount of coverage, and the same $9.95 buys less coverage the older you are.

Colonial Penn at a glance

  • A rated (Excellent) by A.M. Best, affirmed February 2025 as part of the CNO Financial group rating.
  • Founded 1968 in Philadelphia; a subsidiary of CNO Financial Group.
  • Famous for the $9.95 per unit guaranteed acceptance whole life program for ages 50 to 85.
  • A unit is NOT a fixed coverage amount: the same $9.95 buys less death benefit at older ages.
  • Guaranteed acceptance policies pay a graded benefit for the first 2 years (premiums returned plus interest for non-accidental death).
  • Also sells simplified-issue whole life and term; often outpriced by competitors for healthier applicants.

Quick answer

Colonial Penn is an A rated (Excellent) insurer owned by CNO Financial Group, best known for its $9.95 per unit guaranteed acceptance whole life for ages 50 to 85. The program asks no health questions and cannot turn you down, but two details matter: a unit is not a fixed amount of coverage, so the same $9.95 buys less death benefit the older you are, and non-accidental death in the first two years pays a return of premiums plus interest rather than the face amount. Healthier seniors frequently get several times more coverage per dollar from simplified-issue alternatives.

What you need to know about Colonial Penn:

Colonial Penn is a life insurance company based in Pennsylvania that offers renewable term life insurance, permanent whole life insurance, and guaranteed acceptance life insurance.

Colonial Penn typically markets life insurance for seniors using Alex Trebek as their national spokesman in print and TV advertising.

As a sister company to Bankers Life and Casualty Company, CNO Financial owns Colonial Penn wholly as a subsidiary. Also, in the state of New York Bankers Conseco Life Insurance underwrites all of Colonial Penn’s life insurance offerings.

Before you make a decision about going with one of their policies, you should learn a bit more about what Colonial Penn is actually offering.

The three types of policies Colonial Penn offers:

  1. Guaranteed Acceptance Life insurance
  2. Renewable Term Life Insurance
  3. Simplified Issue Whole Life Insurance

Term Life Insurance

Policy Details

  • Available for ages 18-75
  • No medical exam
  • Builds a cash value component
  • Rates increase as insureds get older, based on specific age brackets
  • Guaranteed renewable until age 90
  • Up to $50,000 of coverage is available
  • Instant issue life insurance
  • Coverage is not available in Maine, Montana, New York, or Vermont

Considerations:

What’s notable here is that even though this policy offers the added convenience of no medical exam life insurance, it has some issues. Specifically, the $50,000 coverage limit is very low compared to so many other options that are available. Coupled with the spotty availability based on your state, you may be better served looking at other term offerings.

Guaranteed Acceptance Life Insurance

Policy Details:

  • Available for ages 50-85
  • No medical exam, but still requires answers to health questions
  • They can’t cancel your coverage
  • Graded benefits for the first two years
  • Locked in premiums
  • Maximum benefit of $20,000

Considerations:

As with any guaranteed issue policy, insured’s run the issue of outliving their policy. To help remedy this here’s a helpful formula to consider:

Death Benefit / (Monthly premium x 12) = How Many Years Until You Outlive Your Policy

Alongside that consideration, the benefit of this policy is also very low compared to others. Plus, the graded death benefits mean that the only a portion of the benefit will pay out if the insured dies in the first two years of their policy. That coupled with the possibility of outliving your policy, give you plenty to think about in terms of this policy.

Permanent Whole Life

Policy Details:

  • Available for ages 40-75
  • No medical exam
  • Builds a cash value component
  • Premiums based on health and age when the policy starts
  • Maximum benefit of $50,000
  • Policy is not available in Maine or Vermont

Considerations:

Similar to both the term and permanent policies, the maximum benefit here is a lot lower than comparably priced policies. Not to mention, it also has variable premiums depending on your health when you apply for the policy.

Who Is Colonial Penn Life Insurance Best For?

Based on customer reviews, pricing, and underwriting practices; Colonial Penn is best for customers who can not get guaranteed acceptance life insurance from any other life insurance company.

Many other companies like Gerber, AIG, and Mutual of Omaha offer equal or better quality guaranteed issue and final expense products at prices that are up to 33% less than Colonial Penn. Not to mention, that the maximum benefits on their term and simplified issue life insurance offerings are significantly lower than many competitors as well.

As always, we highly encourage all customers to get quotes from other companies prior to purchasing any form of insurance. Prospective insured will likely find more coverage at a better premium if they shop around.

Frequently asked questions

Is Colonial Penn a legitimate life insurance company?+

Yes. Colonial Penn has operated since 1968, is owned by CNO Financial Group, and carries an A (Excellent) financial strength rating from A.M. Best, affirmed in February 2025 under CNO's group rating. The company pays claims like any rated carrier. The criticisms it draws are about value and marketing clarity, not legitimacy: the unit-based pricing makes it easy to buy less coverage than expected.

How does the Colonial Penn $9.95 plan actually work?+

The $9.95 program is guaranteed acceptance whole life sold in units. Each unit costs $9.95 a month, but the death benefit a unit buys depends on your age and gender: a 50-year-old woman's unit buys far more coverage than an 80-year-old man's. Buyers can purchase up to a set maximum number of units. Because coverage per unit shrinks with age, many buyers discover their total benefit is only a few thousand dollars.

What is a graded death benefit and does Colonial Penn have one?+

Yes, the guaranteed acceptance program has a 2-year graded period. If death occurs from natural causes in the first two policy years, beneficiaries receive the premiums paid plus interest rather than the face amount. Accidental death is covered in full from day one. After two years, the full benefit applies regardless of cause. This structure is standard for no-health-question policies at every carrier, not unique to Colonial Penn.

How much coverage does a Colonial Penn unit buy?+

It varies by age and gender, which is the program's core complexity. As published examples go, one unit might buy roughly $1,500 to $2,000 of coverage for an older male and closer to $1,000 to $1,700 for applicants at the top of the age band, while younger applicants in the band get more. Because the maximum number of units is capped, the total available benefit is modest, generally suited to partial funeral costs rather than income replacement.

Does Colonial Penn ask health questions?+

Not on the guaranteed acceptance program: acceptance is guaranteed for ages 50 to 85 regardless of health, with no exam and no health questions. Colonial Penn also sells simplified-issue whole life (a few health questions, larger benefits, day-one coverage for those who qualify) and term life in some markets. Shoppers healthy enough to answer a few questions almost always get more coverage per dollar from the simplified-issue route, at Colonial Penn or competitors.

Is Colonial Penn a good deal compared with other final expense insurers?+

For shoppers who can pass simple health questions, usually not: simplified-issue final expense policies from carriers like Mutual of Omaha typically deliver several times more coverage per premium dollar with a full day-one benefit. Colonial Penn's guaranteed acceptance program makes sense mainly for applicants who cannot qualify anywhere else due to serious health conditions. Comparing one simplified-issue quote before buying is the single best move.

What is the maximum coverage Colonial Penn offers?+

The guaranteed acceptance program caps coverage by limiting the number of units you can buy, and because each unit's value falls with age, the practical maximum for older applicants is often under $10,000 to $15,000. Simplified-issue products carry higher caps. Colonial Penn coverage is designed for final expenses: funeral, burial, and small debts, not for income replacement or mortgage protection.

How do Colonial Penn claims and cash value work?+

The policies are whole life, so they build modest cash value over time and premiums never increase while the policy stays in force. Beneficiaries file claims with a certified death certificate, and clean claims at rated carriers like Colonial Penn typically pay within weeks, subject to the graded rules in the first two years of guaranteed acceptance policies.

Can Colonial Penn cancel my policy or raise my rates?+

No. As long as premiums are paid, the whole life contract is guaranteed: rates are locked at issue, the policy cannot be canceled for health changes, and coverage lasts for life. This is true of the guaranteed acceptance and simplified-issue products alike, and it is one genuine strength of the offering for buyers who keep the policy in force.

Who should buy Colonial Penn, and who should not?+

Buy Colonial Penn guaranteed acceptance if you are 50 to 85 with health conditions serious enough that simplified-issue carriers decline you, and you want a small burial benefit no one can turn you down for. Skip it if you can answer basic health questions: simplified-issue final expense from competitors will typically buy several times the coverage for the same money, with a full benefit from day one.
